He returned to Limassol in 1909 to practice law and soon became deeply involved in civic and national affairs. Zenon volunteered in the Balkan Wars (1912–1913), fighting in Bizani as part of the Matthaiopoulou Brigade. He was a Limassol City Councilor (1913–1914, 1917–1920), Deputy Mayor (1914–1917), and a member of the Provincial Education Committee (1911, 1913). He served as the Administrator of the Greek Schools of Limassol (1913) and later became their President during both of his mayoral terms (1920–1926, 1927–1930).
